1) If Harry saved his parents, Voldemort wouldn’t have been destroyed by Harry and Harry wouldn’t have become the Chosen One and Voldemort would continue as unbeatable. Voldemort is the one who made Harry ‘the one with the power to vanquish the Dark Lord’, plus if Harry didn’t become famous he’d likely have not made friends with Hermione and end up not knowing about Time Turners in the first place.
2) Dumbledore couldn’t be saved because A: that would ruin the whole plot for Deathly Hallows, B: all the Time Turners were kept in the Department of Mysteries, where they were destroyed in Order of the Phoenix and C: if Harry went back and saved Dumbledore, his past self wouldn’t feel the need to do that and end up not going back in time and Dumbledore would die again, it would create a paradox.
Like Hermione said, awful things can happen when you meddle with time, you can’t just do whatever you want with it.
No, by the time the time turner came to be it was all too late to stop any of those things.
They were destroyed in the fifth book, so saving Dumbledore was out. I’m not sure if they made more, or if they were capable or what. However the thing with saving his parents would be that whoever goes back has to live through all of that time until they come back to the present. That would have been about twelve years to go through, all the while having to carefully avoid himself and not let anyone know about his presence. Also, it would completely change the future. It all comes down to the fact that the book is fiction. You just have to let things be improbable.

The Time Turner doesn’t actually change the past. In fact, Dumbledore was quite emphatic about the dangers of going back in time and trying to change the past.
If you take notice during Prisoner of Azkaban, nothing that Harry and Hermione did while in the past changed the future. For example, Harry saw himself making the Patronus on the bank, so he realized while in the past that he was supposed to make the Patronus. It’s a bit confusing, yeah, but the basic idea is this: What happened in the past already happened, whether it was caused by people from the future or not. The past cannot be changed, that’s the rule.
