You should be able to find these at any party supply store or even Walmart or Target if you are looking for Pirates of the Caribbean themed products. For just pirate themes, I would still try a party supply store or Michaels first, but you might only the the Pirates of the Caribbean stuff.

Have you tried party stores or Micheal’s? If you can’t find them, then just use plain napkins in the same color scheme. As favors, you might want to go to the Dollar Store and get plastic swords and/or bandannas for the little swashbucklers.
